Registration of non-resident employers in Estonia

If your company is registered outside Estonia, but you employ employees in the country or pay them remuneration, you have an obligation to correctly formalize your non-resident employer status and comply with payroll tax requirements.

Correctly formalized employer status ensures the legal employment of employees and reduces the risk of claims from tax and regulatory authorities.

We support foreign companies at all stages: from registration with Estonian authorities to regular payroll and reporting to the Tax and Customs Board. You get a transparent and predictable process, while we take care of the bureaucracy and deadlines.

Registration of non-resident employers from 350 euros

Our goal is to make it as easy and safe as possible for foreign companies to enter the Estonian labor market. We ensure compliance with legal requirements so that you can focus on business, not on forms and declarations.

Are you hiring employees in Estonia as a foreign company?

For foreign employers, Estonia combines flexible employment opportunities and strict tax accounting rules. If you pay remuneration to employees working from Estonia, you have responsibilities for payroll accounting and local taxes.

Proper record keeping and systematic payroll management help you avoid fines, additional charges and unnecessary questions from the Tax and Customs Department. We structure the process so that complying with all legal requirements becomes a predictable routine for you, not a source of stress.

Who is a non-resident employer?

A non-resident employer is a foreign company or an entrepreneur without permanent establishment in Estonia who pays remuneration (salaries, fees, etc.) to natural persons working from Estonia or falling under Estonian labor and tax regulations. In such cases, registration as an employer and withholding and remittance of taxes from the payments are usually required.

  • The process of registering and working with us

Registration of a non-resident employer in Estonia is required when a foreign company pays remuneration to individuals working in Estonia or subject to Estonian tax and labor regulations. It is important to correctly determine where the place of work and tax obligations arise, especially when working remotely.

Registration is most often required if:

– you have one or more employees actually working from Estonia;
– you have concluded employment contracts under Estonian law;
– you want to officially pay salaries in accordance with local taxes and social guarantees to Estonian resident employees;
– you plan to open a representative office or permanent establishment.

We help you assess whether you need to register in your particular situation and suggest the best registration scheme.

After registering as a non-resident employer, you are obliged to withhold and remit taxes and contributions from the salaries of your employees in Estonia. These are generally income tax, social tax, compulsory health insurance contributions and, if necessary, other contributions.

In addition to the payments themselves, timely filing of reports (TSD and other forms) is important. Violation of deadlines or errors in declarations can lead to fines and additional requirements from the Tax and Customs Department.

We take care of the technical part: calculation of amounts, preparation and submission of reports, control over receipt of payments and interaction with state authorities.

We build a clear and repeatable process for you:

1. Analyzing your situation and number of employees, assessing the need for registration and possible tax consequences.
2. Preparation of documents and registration of a non-resident employer in Estonia.
3. Setting up the payroll process, agreeing on the payment schedule and reporting formats.
4. Monthly payroll calculation, preparation of declarations and control of tax payment deadlines.
5. Advice on changes in legislation and scaling up operations in Estonia.

If directors do not have an Estonian personal code or e-signature, we will offer alternative solutions and take over communication with registries and agencies.
